Council Tax Vulnerability Policy Consultation 2026

Introduction

• Cabinet met on 13 July 2026 and approved a draft Council Tax Vulnerability Policy for Calderdale.
• The new draft policy updates the way we support vulnerable residents with their Council Tax.
• We are grateful to Noah's Ark and Citizens Advice Calderdale, for their comments on the draft before it went to Cabinet.
• Now we want to hear you views before it goes back to Cabinet for formal approval.

About the changes

The revised policy includes:

• being more proactive by focussing on prevention;
• identifying where help is needed at an earlier stage;
• having more tailored support and improved outcomes for residents.

Why the changes are happening

This approach is in line with our Anti-Poverty Action Plan.

It also brings us into line with new national reforms related to:

• enforcement activity;
• support for vulnerable debtors.
